I'm stuck. Where's Bill?

So I picked up old Firered to see that Mewtwo and Moltres were still out there. I swept the E4 and am now looking for Bill to take me to the 1st Island. All the walkthroughs say he should be in the PC on Cinnebar. I can not find this guy. Where could he be?

If you have already beat the elite 4 you should have already visited islands one,two and three.

Then after you obtain the national dex and visit one island bill or the person (celio) i think will ask you to go to the sevii islands with a rainbow pass and you can unlock trading with r/s/e and such.

The Guidebook that i have also says that he should be in the Cinnabar Pokemon Center. Have you already gone to one island? If so, he would be in Pokemon Network Center (building all the way to the north on One Island)

I wasn't the one playing the game so I don't know. If I had already been there, how would I get back? I've never actually played this game before.
