I came across this method while trying to catch Cresselia on my game. It is very quick and is also useful for the Legendary Birds in Platinum.
Step 1:
Make sure you have everything you need to catch your pokemon:
-False Swipe/ Endeavor user
-Status user
-Mean Look/ Block/ Arena Trap user
-Plenty of Pokeballs. I advise you to start at night so that Dusk Balls are effective.
Step 2:
Fly to Sandgem Town and set the Marking Map (the one that shows roaming Pokemon) on the bottom screen.
Step 3:
Travel north from the Pokemon Center so you are standing on the border with Route 202.
Step 4:
Take one step into Route 202 and observe the location of the roaming Pokemon.
Step 5:
Step back into Sandgem Town and observe the Pokemon's new location on the Marking Map.
Step 6:
Keep stepping back and forth over the border until the pokemon appears in Route 202 (Where your flashing square is on the bottom screen).
Step 7:
Engage the Pokemon in the small patch of grass to the west.
This can be repeated multiple times to wear down the Pokemon's health and inflict a status before swithching to your Mean Look/ Block/ Arena Trap user to prevent escape and start the ball throwing process.
Tips:
-Don't step too fast or you may miss when the Pokemon is where you want it.
-If your starting Pokemon is too slow to use its move before the roamer flees, equip the Quick Claw item. This will provide an 18.5% chance for you to get an attack in before your opponent escapes.
-Don't be afraid to repeat. By using this method, it is easy enough to catch all of the roaming Pokemon without the use of a Master Ball.
