are a bred pokemon's ivs determined when the daycare man recieves the egg, or when u receive the egg from the daycare man?

That doesn't really matter, because you won't be able to determine the pokemon's IVs until the man gives you the egg and you hatch it.

if you save the game right before he gives you the egg, then hatch it, turn it off, then hatch it again, will the ivs be different both times?

This method is based on the fact that in Emerald, Diamond and Pearl, gender, nature, and ability are already set (locked) as soon as the egg is created, before you take it.

If it does have the desired gender/nature/ability, but it doesn't have the desired IVs, soft reset the game and take the egg again (gender/nature/ability won´t change, only the IVs), hatch and check the IVs, repeat the process until you get the IVs you want.

EDIT:
I forgot to mention that you should save before picking up the egg. Also if you are hatching one egg at a time and it does not have the nature you want, by the time the egg hatches, another egg should be ready. Just wait to the current egg hatches before picking up the next. Saves some time, not much but some.

Lets say when you have a female poke with 2 IVs at 31 and you have the choice of having a male with the same 2 IVs at 31 or a male with one IV at 31 of a different stat that you eventually want.

Would it be faster trying to mate the two pokes with the same IVs and hope for a 3rd 31 IV or the F with 2 31s and the male with one 31 for the other stat and get the 3rd IV that way? Any suggestions?

There is 3 IVs taken from the parents. So anyway you try it you would get 3 IVs at random from the parents. Having 3 stats with the same IVs kinda boost your chances of passing them along. Having a mix could mean a well balance stat base, and potentially the same chance to having another max IV added.

I find it easier if you have Pokemon with 1 stat IV at 31 on each parent to try and breed them for 2 max IVs and then add to it. 2 IVs at 30 and 1 at 31 is the best I have done, no 4 stats with 30 or 31 IV for me. Best bet is having Attack, Sp.Attack, Special Defense, and Speed. Hit Point and Defense IVs are even more random then the other 4 stats, so when you breed I believe they are not in the equation for Random picking of Parent IVs

Cool. I knew about how the 3 IVs were passed down. I was just curious how some people do it.

Currently I have been using two parents both with two 31 IV stats and I can consistently (or as consistent as you can get) get 2 IVs of 31 on the poke but I am having the hardest time trying to get the random 3rd 31 IV on an egg. I know there is a limit to what you can do in a timely manner since its all by chance. The math was once shown on a message board where the likely hood of getting a poke with X 31s when breeding with X and X 31s blah blah blah blah. I was looking for how "real life" actually worked. Well I guess I should get back to breeding. Thanks for the help Buzz.
