Can anyone offer me any good ideas for getting Smeargle to learn the moves I want it to? Can I do a double battle and use moves from my Pokemon on him? Can I battle on Wi-Fi and learn moves? I am really going to have to work at building up some Smeargle. I want to build some so I can pass moves to the 100% Female Pokemon easier.

Yes the double battle works. I don't know for a fact if it works on WiFi, but it should.

Here are the steps I've heard from others:

Have a Smeargle + Pkmn with the move you want to copy in the first and second slot of your party.
Make sure the Pkmn with the move is faster than Smeargle.
Get into a double-battle with one of the couples in-game using VS Seeker.
Use Pkmn's move and tell Smeargle to target and sketch Pkmn.
Now Smeargle has the move!

I don't know if it works in Wifi double-battles though...

So Smeargle can learn the move from it's partner though? I am sorry, just got home from work and not sure if I am reading the post right he-he.

Sketch allows you to target anyone in battle (including your partner), so yes. As long as you pay attention to who you're targeting, it should work. :)

I think there's one just above the daycare. I don't have my DS handy right now to check but I'll find out and let you know when I do. (The one I'm thinking about is a farmer & daughter). And there may be some at the Lake Restaurant.

There's quite a few. I think there's a pair of ace trainers near Mt. Coronet, but I know there's a couple that marches in circles South(?) of the Day Care. I've VS Seeked the latter before and it usually works.

Just go to the fancy schmancy restaurant to the west of Sunyshore. All the battles there are double.

Can you really pass moves on to 100% female through smeargle? How does that work?

Has to be part of the Ground Egg group. But you can have your Smeargle learn any move like TMs or those Egg moves that you can't find away to chain together and breed it to the 100% Female Pokemon in the egg group. 100% Male Pokemon I am afraid don't have this luxury.

Can anyone offer me advice on getting Smeargle to sketch Substitute? It fails everytime I do it. I think I would need to have Smeargle move last and have my Substitute Pokemon use Substitute and have it broken in the same round. I may need to find a low level Pokemon for this, but getting the low level Pokemon to use Substitute before it is attacked and gets a chance to block is going to be a pain.

Put some other moves on smeargle first, some filler moves or moves you actually care about, then get a pkmn with substitute.

Step 1: Subber does substitute
Step 2: Smeargle fights a little bit to kill time
Step 3: Subber keeps using substitute (which is possible but fails, right?) until substitute is broken
Step 4: Smeargle sketches Subber

I'm not 100% sure if it'll work, but it's worth a shot

Depending on what level your Subber is compared with the foe's pkmn, it might take a great deal of luck to pull it off.

I tried it that way and I tried it for the way I did for baton pass as well. Baton Pass it sketched the Pokemon coming in and still sketched Baton Pass, but I did substitute and switched out to another Pokemon and no dice there. Got to be away to do it, I mean Smeargle can learn everything.

EDIT: I got to sketch finally. I had to use a lower level Pokemon and get the Substitute to break. I also gave my Smeargle Full Incense to make sure he went last.

I have no idea what you are talking about. I see TM, which you cannot use a TM on Smeargle. Smeargle learns by sketching a Pokemon that just used a move, Smeargle does not need to be hit by the move.
