I have a copy of pokemon pearl and I heard there are move tutors besides the heart scale guy. Is this true? Where are they?

You can get special moves taught to the Starter PKMN via a man on Route 228. I think you can only teach them the moves if their happiness is maxed out, though.

There is a tutor on Route 210 also who will teach a specific Dragon move to Dragon PKMN.

This info is correct and that is the only 2 move tutors. Heart Scale guy, but I consider him a relearner since you have to learned the move first.
