Does it matter? If you are giving away 6 or more of the same Pokemon with the same move-set that is considered a farm. Steve added the rule of 6 or more since it would give new farmers a chance to test out farming. Although I don't really see it as farming with that low number of Pokemon, I believe it should be higher so everyone that request can get one. Not just the first few from the right timezone.

Neosman8 says he has plenty to go around and has a set move-set listed, looks like a farm to me.
