Heal Block for Dialga...?

Is it a good idea for Dialga to learn heal block at lv. 50?
Is it helpful for the elite 4 and beyond?
Does it prevent from trainers using items as well as restoring HP?

I am eternally grateful if you can answer these questions as well
as post your opinons!

Heal block, blocks the foe from healing but it doesn't work on items, My dialga has it and it's helpful when fighting vespiqueen.
