According to Serebii.net, you can catch a Pikachu holding a Light Ball in Ruby, Sapphire and Emerald, but the Pikachu will have a Light Ball only 5% of the time.

Really?I didn't know that.But if u tried to breed volt tackle pichu it won't work.It only works in E/DP

I went back to Serebii and looked further and yeah, apparently Volt Tackle is only in Emerald, not Ruby or Sapphire, and it doesn't look like either FireRed or LeafGreen has Volt Tackle either.

good thing i only started my ruby over i was about to start sapphire over too :(
