So many questions

1) how do you get a team?

1. I presume you mean a Pokemon team? You need to get Pokemon on your Diamond or Pearl game; easy as that.
2. Person? You mean a challenger? You are one automatically by being a member. If you want to request a battle, go to Group Memberships in the User CP and select Join Group for the Gym you'd like to challenge (you'll need Wi-Fi connection).
3. MODs, Admins, and previous Gym Leaders decide that; generally, you have to show your dedication to the site and skill in battling. You can also become an apprentice if the Gym Leader chooses you.
4. That I know nothing about. You can't challenge the E4 until you've won all 8 League Badges (excludes Gemini and Chrysalis).

With the exception of some tourneyments, the answer is no, game mechanics will set the stats and the level when you enter the wifi battle. You just have to make sure it has the moves and EV's that you'd like and the game does the rest. ^_^
