I'd say that there is no method to breeding them except for the Masuda method.

Basically get a foreign pokemon and breed it with a pokemon from your game (ie. I'm american, use an American pikachu and breed it with a Japanese pikachu and the odds to get a shiny chu get better)

I think you mean breed a shiny pokemon with another pokemon.

However, that is incorrect. Only the Masuda method actually yields a greater shiny chance.
